The number changes before you calculate anything

Ask two competent valuers to value the same packaging line and you can receive answers that differ by a factor of three — without either of them making an arithmetic mistake. The gap is almost never in the depreciation curve. It sits in the premise of value that was assumed before the first cost figure was written down.

This is the idea that separates an engineer who can price a machine from a valuer who can defend a number in front of an auditor, a credit committee, or a court. Machinery and equipment do not carry one value. They carry a value under a stated set of assumptions about how, where, and whether the asset keeps operating.

In-use or in-exchange, in-situ or ex-situ

IVS 300 Plant and Equipment requires the valuer to state these assumptions explicitly, because each one describes a different economic reality:

  • In-use — the asset is valued as part of a working, income-producing operation, with the intangible benefit of being installed, commissioned and integrated with the rest of the plant.
  • In-exchange — the asset is valued as an individual item changing hands, stripped of that operational context.
  • In-situ — value assumes the asset stays where it stands, including foundations, connections and installation costs.
  • Ex-situ — value assumes removal, and therefore carries the cost and risk of dismantling, transport and re-commissioning.

A CNC machine valued in-use and in-situ for financial reporting, and the same machine valued in-exchange and ex-situ for liquidation, are not two opinions about one number. They are two correct answers to two different questions. The professional failure is not choosing the wrong premise — it is failing to state which premise was chosen and why.

Identification comes before methodology

Valuers new to industrial assets tend to reach for the calculation too early. In practice, the quality of a machinery valuation is set on the shop floor, not in the spreadsheet. Nameplate data, serial and model numbers, rated capacity against actual throughput, hours run, maintenance history, spare-part availability, and the condition of ancillary services all feed directly into effective age and remaining useful life. An asset that has not been properly identified cannot be valued; it can only be estimated.

This is why asset tagging and a disciplined inspection checklist are not administrative overhead. They are the evidence base that makes every later judgement reviewable.

Three approaches, one honest hierarchy

The cost approach dominates plant and machinery work because most industrial assets are rarely traded in an observable market. Replacement cost new is adjusted for physical deterioration, functional obsolescence (the machine works, but a modern equivalent does the job with less labour or energy) and economic obsolescence (the machine works, the plant works, but the market it serves has contracted).

The market approach applies where genuine comparables exist — vehicles, standard fleet equipment, forklifts, common workshop machinery — using dealer data and auction evidence with explicit adjustments. The income approach is appropriate only for equipment whose cash flows can be isolated with integrity, which is rarer than it first appears.

Selecting among them, and reconciling them when more than one is applied, is a judgement the valuer must be able to explain in writing.

Why this matters in Egypt right now

Industrial assets are increasingly pledged as collateral, carried at fair value under IFRS 13, tested for impairment, and reviewed by the Financial Regulatory Authority (FRA). Each of those uses demands a different premise of value and a different level of documentation. A valuation report that does not make its assumptions visible is not a conservative report — it is an unusable one.


القيمة تتغيّر قبل أن تبدأ الحساب

اطلب من مقيّمَين محترفَين تقييم نفس خط التعبئة، وقد تحصل على إجابتين تفصل بينهما ثلاثة أضعاف — دون أن يرتكب أيّ منهما خطأً حسابياً واحداً. الفجوة لا تكمن في منحنى الإهلاك، بل في فرضية القيمة التي افتُرضت قبل تدوين أول رقم.

هذه هي النقطة التي تفصل بين مهندس يعرف كيف يسعّر آلة، ومقيّم يستطيع الدفاع عن رقمه أمام مراجع الحسابات أو لجنة الائتمان أو القضاء. الآلات والمعدات ليس لها قيمة واحدة، بل قيمة في ظل مجموعة معلنة من الافتراضات حول كيفية ومكان واستمرارية تشغيل الأصل.

في الاستخدام أم في التبادل، في الموقع أم خارجه

يُلزم معيار IVS 300 الخاص بالآلات والمعدات المقيّمَ بالإفصاح الصريح عن هذه الفرضيات، لأن كلًّا منها يصف واقعاً اقتصادياً مختلفاً:

  • في الاستخدام — يُقيَّم الأصل كجزء من منظومة تشغيلية مدرّة للدخل، بما في ذلك منفعة كونه مركّباً ومُشغَّلاً ومتكاملاً مع باقي المصنع.
  • في التبادل — يُقيَّم الأصل كوحدة مستقلة تنتقل ملكيتها، مجرّدة من سياقها التشغيلي.
  • في الموقع — تفترض القيمة بقاء الأصل في مكانه، شاملة القواعد والتوصيلات وتكاليف التركيب.
  • خارج الموقع — تفترض القيمة الفكّ والنقل، ومن ثمّ تتحمّل تكلفة ومخاطر التفكيك والنقل وإعادة التشغيل.

إن تقييم ماكينة CNC «في الاستخدام وفي الموقع» لأغراض التقارير المالية، وتقييم الماكينة نفسها «في التبادل وخارج الموقع» لأغراض التصفية، ليسا رأيين متعارضين في رقم واحد، بل إجابتان صحيحتان عن سؤالين مختلفين. الخطأ المهني ليس في اختيار الفرضية، بل في عدم الإفصاح عن الفرضية المختارة وسببها.

التحديد يسبق المنهجية

يميل المقيّمون الجدد في الأصول الصناعية إلى القفز نحو الحساب مبكراً. عملياً، تُحسم جودة تقييم الآلات في أرض المصنع لا في جدول البيانات: بيانات لوحة التعريف، أرقام التسلسل والموديل، الطاقة الاسمية مقابل الإنتاج الفعلي، ساعات التشغيل، سجل الصيانة، توافر قطع الغيار، وحالة الخدمات المساعدة — كلها تغذّي مباشرة تقدير العمر الفعلي والعمر المتبقي. الأصل غير المحدَّد جيداً لا يمكن تقييمه، بل تقديره فقط.

لذلك فإن ترقيم الأصول وقائمة المعاينة المنضبطة ليسا عبئاً إدارياً، بل قاعدة الأدلة التي تجعل كل حكم لاحق قابلاً للمراجعة.

ثلاثة مناهج وترتيب صادق

يهيمن منهج التكلفة على تقييم الآلات والمعدات لأن معظم الأصول الصناعية نادراً ما تُتداول في سوق ملحوظ. تُعدَّل تكلفة الإحلال الجديدة بالتدهور المادي، والتقادم الوظيفي (الآلة تعمل، لكن البديل الحديث ينجز العمل بعمالة أو طاقة أقل)، والتقادم الاقتصادي (الآلة تعمل والمصنع يعمل، لكن السوق الذي يخدمه قد انكمش).

ويُطبَّق منهج السوق حيث توجد مقارنات حقيقية — المركبات ومعدات الأساطيل القياسية والرافعات الشوكية وآلات الورش الشائعة — باستخدام بيانات التجار وأدلة المزادات مع تعديلات صريحة. أما منهج الدخل فلا يصلح إلا للمعدات التي يمكن عزل تدفقاتها النقدية بنزاهة، وهي حالة أندر مما تبدو.

لماذا يهمّ هذا في مصر الآن

تُرهن الأصول الصناعية بشكل متزايد كضمانات، وتُقاس بالقيمة العادلة وفق IFRS 13، وتخضع لاختبارات الاضمحلال، ولرقابة الهيئة العامة للرقابة المالية (FRA). كل استخدام من هذه يتطلب فرضية قيمة مختلفة ومستوى توثيق مختلفاً. والتقرير الذي لا يُظهر افتراضاته ليس تقريراً متحفظاً، بل تقريراً غير قابل للاستخدام.
