Egypt's electricity distribution sector is moving toward restructuring and private-sector participation — and every serious transaction, tariff review or financing decision in that space starts with one question: what are the network assets actually worth? Substations, transformers, switchgear, overhead lines, underground cables, meters and the supporting infrastructure are specialised assets with thin markets, long lives and regulated revenues. Valuing them takes more than a generic cost model; it takes a structured methodology that banks, regulators and auditors will accept.

What the programme covers

Across 6 modules and 18 lessons, you follow a single engagement from the technical asset inventory to the signed report: the asset register and hierarchy, reconciling GIS, SCADA and the ledger; the physical verification protocol with walkdowns and sampling; condition grades, health indices and remaining useful life by asset class; physical deterioration, functional and economic obsolescence; and the full cost-approach chain from replacement cost new to depreciated replacement cost to the optimised depreciated replacement cost — ODRC — with the modern equivalent asset, cross-checked against the market and income approaches, including the regulated-revenue DCF and WACC. The programme then moves into regulated utility economics: building the opening regulatory asset base — RAB — the revenue requirement and tariff sensitivity, and closes with valuation due diligence for restructuring and private-sector participation and the independent valuation report under IVS 106.

Standards framework

The programme teaches the standards that govern this asset class: IVS 2025 including IVS 101–106 and IVS 300, the RICS Red Book VPGA 5 and the RICS DRC professional standard, ASA machinery and technical specialties methodology, ISO 55000, regulatory asset base practice and IFRS 13 / IAS 16. It teaches these standards as professional methodology; it is not itself a RICS-, ASA- or IVSC-accredited qualification.
